The Ministry of Health (Kinyarwanda: Minisiteri y'Ubuzima,[1] French: Ministère de la Santé[2]) is a government ministry of Rwanda, headquartered in Kigali.[3] As of 4 October 2024, Dr Sabin Nsanzimana is the minister who was appointed as the new Minister of Health replacing Dr. Ngamije Daniel. [4]

Functions

Policy Development and Coordination

The ministry is responsible for formulating and coordinating the implementation of health policies, strategies, and programs. This includes developing national health policies and overseeing the creation and coordination of policies and programs for institutions under its supervision.

Health Sector Regulation

The ministry regulates the health sector by drafting and issuing laws, regulations, and guidelines to support health promotion. This involves establishing and communicating standards for the sector and licensing private health institutions.

Monitoring and Evaluation

Monitoring and evaluating the implementation of health policies, strategies, and programs. This includes developing health monitoring and evaluation systems, ensuring administrative, financial, and technical oversight of health facilities, and inspecting health centers, pharmacies, and medical laboratories. The organization also tracks key indicators, compiles data from decentralized institutions, and reports to the Cabinet on the impact of health initiatives.

Capacity Building

The ministry is also mandated to strengthen institutional and human resource capacities within the health sector by managing the infrastructure and equipment of public and private health facilities, including pharmacies. It also involves developing training content for health professionals, creating policies for staffing and retention, and overseeing the procurement of medical supplies.

Health Financing

The ministry promotes innovative financing models to ensure accessibility to quality health services. This includes ensuring equitable access, supporting the performance-based financing of public health providers, and promoting health insurance mechanisms. [5]
